European regulators are stepping up scrutiny of how artificial intelligence systems are trained, with new discussions in April focusing on transparency requirements for companies developing generative media tools. According to reporting in Reuters, policymakers are exploring measures that would require clearer disclosures about the data used to train AI models.
The initiative is part of the European Union’s broader effort to regulate artificial intelligence, building on frameworks established under the AI Act. While much of the legislation focuses on risk classification and safety, the question of training data has become increasingly central.
For Hollywood, the issue is both legal and economic.
Studios and rights holders have argued that their content should not be used in training datasets without permission or compensation. Greater transparency could make it easier to identify whether copyrighted material has been incorporated into AI systems, strengthening the case for licensing agreements.
Technology companies, meanwhile, have expressed concerns about the feasibility of detailed disclosures. Training datasets are often vast and complex, making it difficult to track every source. Requiring full transparency could impose significant operational challenges.
The EU’s approach suggests a middle ground may emerge, where companies are required to provide general information about data sources rather than exhaustive lists. Even that level of disclosure would represent a significant shift from current practices.
There is also a competitive dimension. Europe’s regulatory stance may influence how global companies design their systems, particularly if compliance becomes a prerequisite for operating in the region. That could lead to more standardized practices across markets.
For the entertainment industry, the potential benefits are clear. Transparency could support negotiations around licensing and help establish clearer boundaries for how content is used. It could also reduce uncertainty, allowing studios to engage with AI companies more confidently.
At the same time, regulation introduces new complexities. Companies operating internationally will need to navigate different legal frameworks, and compliance costs may increase. Smaller players, in particular, could find it challenging to meet evolving requirements.
The direction, however, is becoming more defined.

And those rules will play a central role in determining how the technology intersects with creative industries.
